The strategy of Taiwan's promotion to participate in the mechanism of UNFCCC

Based on and following the structure of the Bali Action Plan last year, the Cancun
Agreements provide a comprehensive package of decisions adopted by the international

community to help developing world deal with climate change, including a Technology
Mechanism, Adaptation Committee and the Green Climate Fund. The cancun Agreements
provide the strongest signal countries have ever given to the private sector that we are moving
toward low-carbon economies, by committing to a maximum temperature rise of 2 ℃, and a
consideration of a maximum of 1.5 ℃ in the near future. Based on the "common but
differentiated responsibility" principle under the identical global village and the willing of
participation in activities of the "UN Framework Convention on Climate Change". Taiwan has
explicitly expressed the support a voluntary commitment to the target of at least 30%
reduction based on business-as-usual (BAU) of the total GHG emission volume by 2020. It
started from the development of legal foundation, in combining with multi-dimensional
strategies on sectoral reduction implementation, adopting market mechanism, enhancing
education and promotion, developing international cooperation, as well as integration of
multi-ministerial capacity and industrial technology for the implementation of key benchmark
programs, the, and leading Taiwan’s transition towards low carbon society.
This project will be in continuation to monitor and comprehension the development of
the post-Kyoto negotiations and response strategies, and in seeking opportunities in the
international occasion for multiple voices during the UNFCCC Conference of the Parties,
sharing our experience on energy conservation and carbon reduction, and meanwhile
strengthening the negotiation niche on the carbon reduction responsibility in the future. In the
meantime, this project will be continuously implementing on capacity building and
international channels developing in international cooperation on climate change pipelines,
and the facility of the cooperation opportunities with international standards through legal
system. The main objectives of this project include:
1. Analyze the developing tracks after Cancun Agreements, and review corresponding
strategies in Taiwan.
2. Collect and analyze the measures of climate strategy and energy policy in primary
advanced countries and union groups, and assist Taiwan EPA for establishing national
strategies and stand.
3. Analyze the mechanism possibility of participating in “Climate Technology Centre and
Network (CTCN)” under the UNFCCC.
4. Assist Taiwan EPA to attend relevant meetings and activities of the UNFCCC.
5. Broadly participate in the working groups, networks and forums of IETA, and jointly
analyze international climate mechanism as well as propose the national stand documents.
6. Assist Taiwan EPA for promoting statistic management and systematization of National
Greenhouse Gas Inventories, and enhance statistic results’ quality of national GHG
emissions.
7. Actively promote Taiwan participation in the UNFCCC at international, propagate climate
convention information and nurture talents for climate change issues.
